Individual membership includes any person who is an employee or a policy board member of a transportation agency (Federal, state/territorial or local); or an employee of a business engaged in the transportation industry or the supply of transportation goods and services; or an elected official who supports the goals and objectives of COMTO. Individual membership also includes any person who is currently a full-time high school, graduate or undergraduate student with a major or a minor program of study in transportation, planning or a related field.

Historically Underutilized Business (HUBs), are those that supply goods and services to the transportation industry: provide professional consultations services; engage in the construction of transportation facilities; or provide professional management services. Dues for this group are reduced to assist business owners who are DBE, woman-owned or MBE. Gross sales or billings must be $250,000 or less. If higher, the regular corporate members' dues schedule prevails.

Transportation Agencies include those entities (persons, firms or corporations, trustees or receivers, municipal or other government agencies) operating any form of organized transportation systems within the boundaries of the United States or its territories and possessions, or the Commonwealth of Puerto Rico, Canada or Mexico. Transportation agencies include all modes of transportation and multimodal organizations.

Corporate organizations that supply goods and services to the transportation industry: provide professional consultations services; engage in the construction of transportation facilities; or provide professional management services.

Non-Profit, Organizations and Associations include non operating state departments of transportation, metropolitan planning organizations and government agency members (also includes local or regional levels of government responsible for the planning and/or development of transportation systems).

Academic Institutions include state or private institutions, technical schools, junior colleges, colleges and universities.
